The anniversary celebrations started with a welcoming reception in the IUC courtyard in the evening of 7 September. On the following day, an international conference under the title “The Dream of a Global Knowledge Society” was held in the centre's conference hall. At the opening of the conference, greetings of welcome to Dubrovnik and Croatia were given on behalf of the Croatian Minister of Science, Education and Sports, Dr. Željko Jovanović, by his assistant, Prof. Ružica Beljo Lučić. Deputy Prefect of Dubrovnik-Neretva County, Ms. Marija Vučković, brought greetings of welcome on behalf of the county. Acting as personal deputy of the President of Croatia, Ivo Josipović, the Deputy Mayor of Dubrovnik, Ms. Tatjana Šimac Bonačić, conveyed the president's greetings and declared the conference as officially opened.

For this occasion, the IUC hosted more than 80 representatives of member institutions, members of various educational or scientific institutions, and other institutions playing active roles in the area of higher education. Among the participants were several IUC course directors who contributed to the discussions with their experience and comments.

Themes that were discussed: autonomy, creativity and international cooperation within university education, challenges of maintaining quality while seeking increased number of students, social aspects of education, and aspects of life-long learning.

In the opening session, William Newton-Smith (Director, Open Society Foundation) and Walther Ch. Zimmerli (DAAD, President of Technical University of Cottbus, Germany) addressed issues of "Autonomy and Creativity through International Cooperation".

A special panel dealt with issues of "Wide Enrolment vs. Quality og Higher Ediucation. Panelists: Aleksa Bjeliš (Rector, University of Zagreb), Juliana Popova (University of Ruse, Bulgaria, and Danube Rectors Conference), Heitor Gurgulino de Souza (former Rector of UN University), and Karina Ufert (European Student’s Union).

The broad themes of “Research, Education, Values and Development” were addressed by Sigmund Grønmo (Rector of University of Bergen) and Jüri Engelbrecht (University of Tallin, Estonia, former President of All European Academies).

In a panel discussion, Ružica Beljo Lučič (assistant to the Minister of Science, Education and Sports, Croatia), Heinz Faßmann (Vice Rector, University of Vienna), Garry Jacobs (Chair of Board and CEO, World Academy of Arts and Sciences), and Jens Vraa-Jensen discussed the question “Can Higher Education and Lifelong Learning Guarantee Full Employment?”

In a final session, a special contribution was offered by one of the founders of the IUC, Ørjar Øyen (University of Bergen, former IUC Council Chair and Director General), in which he reviewed some of the major accomplishments of the IUC throughout the 40 years. This document can be found and downloaded on this page, below the pictures. Current course directors present offered suggestions for future development of the institution.

On 9 September, the anniversary celebration was followed by a meeting of IUC Council. Among items on the agenda was also the election of members of governing bodies of the IUC. Rector of University of Bergen, Prof. Sigmund Grønmo, was elected Chair of Council, while the Director General, Prof. Krunoslav Pisk, was reappointed. The anniversary was supported by the Ministry of Science, Education and Sports of Croatia, City of Dubrovnik, Dubrovnik-Neretva County, University of Dubrovnik, Splitska Banka, and all member universities and other institutions sending their representatives to this event.

The rich academic programme announced for the academic year 2012/2013 leads the IUC into a next successful decade.
